The structure of annual performance appraisals.
Goals are great for personal motivation. They don't work as a tool to evaluate performance. Companies and industries are constantly changing. Any goal specific enough to be worthwhile will be quickly outdated.
Expectations generally center on what an employee should be busy doing. They don't focus on the measurable value an employee produced. That means you have few, if any, metrics to prove the value you produced during your annual performance appraisal. You'll also end up with a weak resumé (CV) without solid metrics that show your value.
If you have annual performance appraisals, what you do the two months before your appraisal will affect your rating more than all that great work you did earlier in the year. If there isn't any formal evaluation of your work, your evaluation is determined by the supervisor's current perception of your work. If you're really great at pleasing people, being evaluated by perception will work in your favor. But if you're like most people, good luck getting a string of excellent performance reviews.
We know that if you constantly run a machine above its capacity, it will eventually fail. Current employee evaluation methods don't consider the production capability of people. Without that knowledge, supervisors blindly overwork employees who aren't able to clearly prove they're being worked above the capacity of the above average worker.
